Throughout 2009 and 2010 various institutions responsible for land management and tourism in the two covered municipalities were contacted to ensure their commitment in participating in all stages of this process. Such institutions include: Regional Directorate of Environment (DRA), Regional Directorate of Tourism (DRT), Regional Directorate of Forestry (DRRF), Municipality of Nordeste (CMN), Portuguese Society for the Study of Birds (SPEA), the Society of Environmental Management and Conservation of Nature - Azorina, SA and the Association for Promotion and Rural Development (ASDEPR).

The scope for the transformation area of the "Lands of Priolo" was also defined, corresponding to the counties of Nordeste and Povoação.
