João Manuel de Arrigada Gonçalves is married and was born in Santa Maria Maior - Viana do Castelo. He holds a degree in Management and Public Administration from the Institute of Social and Political Sciences of the Technical University of Lisbon (1985) with a specialisation in Human Resources Management.
Professional Experience:
He taught at Mação Secondary School (Geography and Demography courses) - 1980/81 and at Praia do Ribatejo Preparatory School (Economics, Math and Nature Sciences courses) - 1986/87;
He worked at the Lisbon Youth Hostel - 1985/1986;
He joined the Azores Regional Section of the Court of Auditors on March 30, 1987 for the position of Accountant - Category 2 until March 28, 1988, when he moved to the senior technical career;
He served as Chief Accountant of the “Region's Treasury" from May 3, 1989 to March 1, 1991, when he was appointed General Accountant, a position he held until November 30, 1996;
He entered the Auditing career at the Azores Regional Support Service of the Court of Auditors with effect from April 1, 2000;
He was appointed by secondment as Adviser to the President of the Regional Government of the Azores for the areas of Finance and Public Administration from December 1, 1996.
He was appointed by secondment as Adviser to the President of the Regional Government of the Azores for Administrative and Financial Affairs from November 15, 2000;
He was appointed by secondment as Adviser to the President of the Regional Government of the Azores for Legal, Administrative and Financial Affairs from November 16, 2004.
He was appointed by secondment as Adviser to the President of the Regional Government of the Azores (Adviser to the Head of the Cabinet and to the General Secretariat of the Presidency) with effect from November 18, 2008.
Other duties or positions
He was a member of the Committee for the Evaluation of Proposals of the International Public Tender for the Toll-free Road Concession on the Island of São Miguel, having been appointed by Joint Order D/SRPFP/SRHE/2002/66 A of October 25, 2002 published in the Official Journal no.44 - 2nd Series of October 29, 2002;
From 2004 to November 2012, he served as the representative of the Presidency of the Regional Government at the Technical Committee for Regional Planning;
From November 2006 until November 2012, he was a member of the Advisory Council of the Regional Public Administration of the Autonomous Region of the Azores;
He was a member of the Interdepartmental Commission for Science, Technology and Innovation (CICTI) from December 2011 to November 2012;
He chaired the Tender Opening Committee under the launch of the Public-Private Partnership for the Concession Agreement on the Management of the new Terceira Hospital Building in 2007;
From November 19, 2006 to January 2, 2012, he was a non-executive member of the Board of Directors of SPRAçores - Sociedade de Gestão e Promoção Ambiental, SA (Society for Environmental Promotion and Management);
From January 7, 2010 to November 5, 2012, he served as President of the General Assembly of Atlânticoline, SA.
