1 - Types of incentive:
a) Planting trees on uncultivated land;
b) The reforestation of exploited areas;
c) The reconversion of dilapidated forest stands;
d) The improvement to existing forest stands;
e) The construction and improvement of connected infrastructures, when associated to the investments referred to in (a) and (b) above and complying with the goals of projects for areas greater than 1 ha;
f) The production of plants and seeds, namely:
- Setting up and improving tree nurseries;
- Setting up seed orchards, breeding stands, clones and clonal mixtures;
- Purchasing harvest, processing and conservation equipment for use with seeds for forestry purposes.
2 - Beneficiaries:
a) Private owners or holders of forested and/or uncultivated land;
b) Organisations and associations of forestry producers or other entities to whom owners delegate management duties.
3 - Investment eligibility:
a) Minimum area of 1000 m2;
b) Forms part of a forestation project for an area greater than 1 ha;
c) Forms part of a simplified forestation project for areas less than 1 ha;
d) In relation to applications for subsidies regarding the improvement of existing forest stands, the following conditions must be met:
- The number of trees must be at least equivalent to 80% of the number of feasible trees per hectare relative to the plantation density in the application area;
- The subsidy to maintain stands set up under Regulation(EEC) no. 2080/92, or under PEDRAA II - Forestry Measures, must have terminated.
e) Relative to applications to set up tree nurseries;
- Include the application for registration as a nursery, submitted by the candidate to the competent authorities;
- Demonstrate the economic feasibility of the investment;
- The nursery to be subsidised has a forecast production of forestry species exceeding 75% of total production, and covering at least one cycle.
g) Relative to applications to set up orchards:
- Have a minimum area of 1000 m2;
- Is part of a forestation project, with a management plan covering a minimum of 15 years.
Relative to seed harvesting, processing and conservation subsidies, the existence of human resources qualified to carry out the harvest and/or premises appropriate to the processing and conservation of seeds, must be proven.
4 - Submission of applications
Applications may be submitted from January to October each year.
