A native of Faial Island, Hugo Miguel Ferreira Teixeira Pacheco holds a degree in Natural Resource Planning Engineering from the Agrarian School of Castelo Branco, having taken a curricular internship in wastewater treatment systems.
Since 2003, he has been a member of the local public administration staff, where he has been active in the environmental field, namely in the drinking water quality control and waste management.
In 2009 and 2010, he also held the position of adviser to the Regional Secretary for the Environment and Sea.
Since June 2010, he has been the Chairman of the Board of Directors of the Entity for the Regulation of Water and Waste Services of the Azores.
He is the representative of the Autonomous Region of the Azores to the Advisory Board of the Entity for the Regulation of Water and Waste Services (ERSAR) and a full member of the Regional Council for Environment and Sustainable Development (CRADS).
