Francisco Manuel Tavares Vaz de Medeiros was born in Ponta Delgada on February 6, 1980.
He graduated in Law from the Faculty of Law of Universidade Nova de Lisboa (New University of Lisbon), having also attended the “Faccoltá di Giurisprudenza della Universitá degli Studi di Trento” in Italy for one academic year. Among several specific courses, he was enrolled the Environmental Law course.
As a member of associations, he served as Vice-President of the National Federation of Secondary School Students' Associations. He was also a Founding Member and President of the General Assembly of the Association of Young Azorean Students in Lisbon.
Professionally, he worked as legal adviser at the Institute of Food and Agricultural Markets between December 2004 and February 2006, and at the Ponta Delgada Health Centre between February 2006 and February 2008.
He also practised law as intern at the Law Firm Linhares Dias & Borges da Ponte, Sociedade de Advogados.
Since February 1, 2008, he has held the position of Regional Environment Inspector. He is responsible for the management of the entire Inspection service, namely for the management of human and financial resources, planning and validation of the inspection service, decision-making and application of fines and sanctions in environmental administrative offence proceedings.
