Regional Government moves forward with new tender for construction of ship for 650 passengers and 150 vehicles
The Regional Director for Transport announced in Ponta Delgada that the Regional Government will launch a new restricted tender by previous qualification for the construction of a passenger RO-RO ship with capacity for 650 passengers and 150 vehicles for the Autonomous Region of the Azores.
At a press conference, Luís Filipe Melo added that the "procedure documents will be fundamentally the same. However, there are some adjustments resulting from clarifications provided under the previous tender, the introduction of electronic procedures and some changes in public procurement legislation."
The Regional Director stated that the new tender is expected "to run until May 2019." The awarding of the contract work and the Court of Auditor's approval are scheduled for June and July.
"Therefore, if everything goes according to plan, the implementation of the contract work may begin sometime between July and August 2019; the completion period is set at 580 days," added the government official.
The Regional Government's decision to proceed with a new tender follows the exclusion of three proposals submitted under the tender that has now ended.
The jury's decision arises from several reasons. On the one hand, the proposal submitted by a company that may be part of the ARMON universe, namely ASTILLEROS ARMON GIJON, SA, was not the company qualified in the 1st phase of the tender and requested to submit a proposal; this being the company ASTILLEROS ARMON, SA.
On the other hand, the proposal submitted by HIJOS DE J. BARRERAS, besides containing several irregularities in the technical documentation, presented a price higher than the maximum stipulated in the tender specification. In turn, the proposal presented by the group of companies AMEDEO RESOURCES PLC and TAIZHOU KOUAN SHIPBUILDING CO, LTD, in addition to being submitted after the deadline set for this purpose, contained several irregularities in its technical documentation.
The final report on the analysis of proposals was presented Wednesday by the jury to the Regional Secretary for Transport and Public Works for decision purposes.
On the same day, the content and conclusions of the report were also approved. The jury decided not to award the contract work and, consequently, to revoke the decision to procure.
