Opening notice of new tender for design and construction of passenger ships published today in the Official Gazette
The opening notice of the new tender for the design and construction of a RO-RO vessel for the Autonomous Region of the Azores with capacity of 650 passengers and 150 vehicles was published today in the Official Gazette. It has a base price of 48 million Euros and a completion period of 580 days.
The restricted tender by previous qualification takes place in two phases. The first corresponds to the submission of applications and the eligibility of candidates in accordance with the minimum technical and financial capacity requirements stipulated in the tender programme.
Eligible candidates are selected for the second phase of the tender procedure. They will be invited to present the technical and commercial proposal, whose quality will be evaluated in light of several factors that fall under the awarding criteria, also defined in the tender programme.
The jury is chaired by José Manuel Monteiro da Silva, retired Counsellor Judge of the Court of Auditors. He graduated in Economics at the Technical University of Lisbon and holds a master's and a doctoral degree from the University of Pennsylvania, USA.
The jury is also composed of the following members: Luís Filipe Melo, Regional Director for Transport; Manuel Ventura, professor of the Department of Mechanical Engineering - Naval Architecture and Engineering at Instituto Superior Técnico (School of Engineering); João Frade, Merchant Navy Captain and assistant professor at Infante D. Henrique Nautical School (ENIDH); José Augusto de Sousa Gomes, Coordinator of the Implementing Structure of the Integrated Transport Plan (EIPIT).
This tender was authorised by the Resolution of the Council of the Government no.125/2018 of November 13, following the annulment of the previous procedure, which failed to award the contract work given the exclusion of proposals submitted.
The construction and operation of a vessel adapted to the most frequent meteorological and oceanographic conditions in the Azores sea and the existing port infrastructure in the Region represents the culmination of a strategy that has been over the last decades. It is of great importance for internal mobility and the promotion of the internal market and, consequently, for the economic and territorial cohesion of the archipelago.
Additionally, this vessel could become a relevant operational means in emergency and disaster operations. It is the one of its kind in the Region in terms of capacity to evacuate people and mobilise rescue means to assist populations, thereby making emergency response more effective
The application submission phase is open for the next 30 days.
The contracting entity shall take a decision on the eligibility of candidates within 60 business days from the deadline for submission of applications, after which eligible candidates will be invited to present their proposals.
