The Azores Public Administration Training Centre, as the public service responsible for mediating and promoting the enhancement of the Regional Public Administration’s human resources, has carried out its activities with the aim of responding to the actual needs of its bodies and services as well as of its workers.
As of 2018, this entity continues to invest in training according to the general goals set out in the legislation (Decree-Law no.86-A/2016 of December 29 defining the training scheme for the Public Administration):
a) “Empowering the bodies and services of the Public Administration, through the qualification of its workers and managers, to meet the requirements arising from their tasks, duties and competences;
b) Developing innovation and change management skills, through the acquisition of knowledge and the development of critical thinking capacities towards the adoption of behaviours and attitudes adjusted to the necessary administrative modernisation processes;
(c) Contributing to the efficiency, effectiveness and quality of the services provided to citizens and businesses;
d) Promoting human empowerment for digital governance;
e) Ensuring the professional qualification of workers and managers, and improving their performance in accordance with benchmark skills;
f) Contributing to the improvement of qualification and ensuring, whenever necessary, double certification;
g) Promoting a culture of organisational knowledge management that encourages and values the production, dissemination and use of knowledge.”
In this regard, the annual Training Programme comprises actions resulting from legislative changes in key areas of the Public Administration, namely in areas related to information and communication technologies, and behavioural and personal development areas. It also maintains some actions in Short-term Training Unit (UFCD) format, whose contents are considered complementary to a good professional performance. They enable some trainees to make use of these “knowledge modules” - UFCD's - and, through the Valorizar Network, integrate them into a process of recognition, validation and certification of skills.
The training offer takes into account, among other factors, the needs of services and workers as well as some of the proposals submitted by the trainers who have collaborated with this Training Centre.
The Training Offer available for 2018 encompasses a series of training courses on the New General Data Protection Act (GDPR), in force since May 25, 2018, aimed at various professional groups to support services in the adequacy and implementation of the necessary changes in light of the requirements of this new European legislation (REGULATION (EU) 2016/679 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of April 27, 2016).
