SIDER – System of incentives for the regional development of the Azores

SIDER’s objectives were to strengthen and modernise the Azorean economy and to diversify the supply of goods and services, favouring innovative initiatives, which contributed to equal opportunities, the protection of the environment, regional planning, the valorisation of endogenous resources, the stabilisation of the population, the creation of employment and territorial cohesion.

SIDER was composed of three subsystems, which differed according to their objectives, managing entities and the nature and size of the projects.

SIDEL – Subsystem for local development

SIDEL supported several projects, aimed mainly at local markets, with investments over EUR 15,000 and under EUR 150,000, in the areas of industry, construction, commerce, ground transportation, pipeline transportation, IT, R&D, and other services provided mainly for companies, sanitation, and public hygiene, and other services.

SIDEL supported projects for the creation or expanding of SME.

SIDET – Subsystem for the development of Tourism

SIDET was intended to support projects in the area of tourism, with fixed capital investment of over EUR 15,000, except for tourism promotion and tourist entertainment projects, with a minimum investment of EUR 5,000. The top investment limit was EUR 1,000,000, except for projects promoting food safety and quality, which had a limit of EUR 50,000.

SIDET, considering that tourism was and still is a strategic sector for regional development, valued mechanisms which would improve and diversify supply, namely accommodation and restaurant facilities, tourism promotion and tourist entertainment.

SIDEP – Subsystem of awards

SIDEP was intended to give aid to investment projects which were approved by some of the incentive systems of PRIME - Programa de Incentivos à Modernização da Economia (Program of Incentives for the Modernisation of the Economy), of over EUR 50,000, or to support investment projects considered of strategic importance for the development of the Azorean economy, involving two types of project: Type A – projects approved under SIME - Sistema de Incentivos à Modernização Empresarial (System of Incentives for Entrepreneurial Modernisation) and SIVETUR – Sistema de Incentivos a Produtos Turísticos de Vocação Estratégica (System of Incentives for Tourism Products with Strategic Vocation); and Type B – investment projects with strategic importance for the development of the Region.
