Regional public administration management model presented at Innovative Conference 2017
The Regional Director for Organisation and Public Administration stated in Lisbon that the implementation of the assessment system for services, the centralised management of human resources and the organisation of services have been "the major goal" of the Vice-Presidency of the Government, through the "creation of shared services centres."
Speaking at the Innovative Conference 2017, promoted by the Portuguese Institute of Business Process Management, Victor Santos highlighted the success of the new regional public administration management model from the standpoint of human resource management and the future of the Azores.
In his speech, he highlighted the creation of single staff plan per island, considering the reality of the regional autonomous administration as an archipelago region, which allows allocating human resources in accordance with the needs of various services, as well as the creation of BEPA - Public Employment Exchange - Azores; the latter is a single tool for the centralised management of human resources.
In this context, he considered that, on the one hand, it allows and facilitates the access of services and citizens and, on the other hand, it directly reduces costs related to the advertising of job offers.
Victor Santos also mentioned the centralisation of information on the human resources of public administration, namely through the SIGRHARA computer application. It has provided a basis to political decisions grounded on diagnostic and prognostic studies, management of the regional staff plans per island and salary processing in the regional administration.
"The projects under implementation are a good example of the application of quality criteria in public services, but more needs and horizons will emerge to continue encouraging and promoting quality processes in the autonomous regional public administration services with a view to certification and recognition," said the government official.
