The Regional Labour Conciliation and Arbitration Service (SERCAT) is responsible for conducting conciliation proceedings in conflicts arising under individual employment contracts that have been voluntarily submitted to this entity. It is an alternative means of dispute resolution that, together with the associations representing workers and employers, intends to solve disputes by reaching a consensus among the parties concerned in a free and simplified manner.
Endowed with technical autonomy and independence, SERCAT is under the administration of the Vice-Presidency of the Government, Employment and Business Competitiveness. The technical and administrative support necessary for its operation is provided by the Regional Directorate for Employment and Vocational Training (DREQP) - Directorate of Labour Services and the Agencies for Qualification, Employment and Labour of Angra do Heroísmo and Horta.
The intervention of SERCAT observes the principles of independence and impartiality.
